In June 2014, Public Service Commission created Retail Energy Supplier Consumer Protection Work Group to advise Commission on report required by Chapters 77 and 78, Acts of 2014. Report addressed adequacy both of Commission's current regulations to protect retail electricity and gas customer choice consumers, and enforcement of regulations. Further, report recommended more safeguards for consumers. Report was submitted to General Assembly on Dec. 30, 2014.

Work Group on Consumer Education and Customer Choice formed in July 2011 (Chapters 202 & 203, Acts of 2011). Work Group studied methods for developing and improving materials for customer choice on website of Public Service Commission. To provide factual information to public on availability of customer choice, Work Group recommended ways to develop and implement a consumer education program, through changes to Commission's website, new materials, and public outreach.

Appointed by Chair of Public Service Commission, Work Group members included representatives of electricity suppliers and electric companies, retail electric customers, State agencies, and educational production and website design specialists.

Report submitted to Public Service Commission, Senate Finance Committee, and House Economic Matters Committee on Dec. 27, 2011.

WORK GROUP ON RELIABILITY & SERVICE QUALITY STANDARDS

Work Group on Reliability and Service Quality Standards began meeting in April 2011. Work Group assisted Public Service Commission in formulating regulations to set service quality and reliability standards for delivery of electricity to customers by electricity companies.

Report submitted to Public Service Commission on Oct. 27, 2011. Commission reported Work Group's findings to Senate Finance Committee and House Economic Matters Committee by Jan. 1, 2012 (Chapters 167 & 168, Acts of 2011).

WORK GROUP ON TENANT PAYMENT OF LANDLORD UTILITY BILLS

In June 2012, Work Group on Tenant Payment of Landlord Utility Bills was initiated by Public Service Commission as directed by General Assembly (Chapters 573 & 574, Acts of 2012). Work Group studied and made recommendations on how a residential tenant may pay utility bills when landlord has defaulted on that responsibility.

Work Group recommendations submitted to Public Service Commission on Oct. 1, 2012 and, reported to Senate Finance Committee and House Economic Matters Committee by Dec. 1, 2012.

WORK GROUP TO STUDY ATTACHMENTS TO UTILITY POLES IN MARYLAND

In June 2015, Public Service Commission convened Work Group to Study Attachments to Utility Poles in Maryland (Chapter 431, Acts of 2015).

Work Group studied issues related to utility pole attachments, including benefits of State regulation and access to utility poles and other utility infrastructure by third parties. Work Group considered rates charged by utilities for pole attachments; types of technology being attached to poles and position on poles; and prevalence of double poles in Maryland. Work Group evaluated resources needed to regulate utility pole attachments; and quality and effectiveness of notice from a utility to a customer about removal of attachments, modification of facilities, rates, and termination of pole attachment agreements.

Work Group submitted report to General Assembly on Jan. 15, 2016.
