The Work Group was charged with making recommendations for funding the Blueprint for Maryland's Future, passed by the General Assembly in 2019 (Chapter 771, Acts of 2019).
The Blueprint for Maryland's Future is based on the work of the Commission on Innovation and Excellence in Education, and establishes new State policy on education. The Blueprint is expected to transform Maryland's early childhood, primary and secondary public education system into a world-class system in which every student reaches their full potential. Funding for the Blueprint is anticipated to expand annually, possibly up to $3.8 billion per year.
Prior to the 2020 legislative session, the Work Group studied funding formulas comprehensively. In November 2020, the Work Group completed its work when it made recommendations to the Commission on Innovation and Excellence in Education for ongoing funding for the Blueprint for Maryland's Future.
In May 2020, the Governor vetoed House Bill 1300, Blueprint for Maryland's Future - Implementation.
