In June 2016, the Commission on Innovation and Excellence in Education formed (Chapter 702, Acts of 2016), and held its first meeting in September 2016.
The Commission reviewed and assessed current education financing formulas and accountability measures, and how each local school system was spending its funds, including the increased State funds provided through the Bridge to Excellence in Public Schools Act (Chapter 288, Acts of 2002). Moreover, the Commission reviewed the Study on Adequacy of Funding for Education in the State of Maryland, required by the Bridge to Excellence in Public Schools Act. That study was to be released in December 2016. Further, the Commission considered how the federal Every Student Succeeds Act of 2015 (P. L. 114-95) affects primary and secondary education in Maryland, and how best to prepare students to compete in the workforce and the global economy.
Based on its review and assessment, the Commission made recommendations for legislative and policy initiatives to increase the availability of innovative educational opportunities, and make adequate and equitable the funding for State public education.
In June 2019, the Senate President and House Speaker convened the Blueprint for Maryland's Future Funding Formula Work Group. The Work Group is to study how to fund the Blueprint for Maryland's Future, the recommendations of the Commission on Innovation and Excellence in Education.
Authorization for the Commission ended December 31, 2019 (Chapter 361, Acts of 2018; Chapter 771, Acts of 2019).
