State of Maryland Queen Anns County To wit
          Whareas application has been made to me
by a certain negro man named Dick for a certificate
of freedom under an Act of the General Assembly of
Maryland passed at November Session 1085   I do therefore
certify to all persons whom it doth or may concern
that by the last Will and Testament of a certain Richd
Simmonds executed on the 31st day of November Eighteen
hundred and fifteen and proved in my Office on the
15.th day of August Eighteen hundred and twenty two
a certain negro man named Dick aged about thirty
three years five feet 3¼ Inches in heigth dark complexion
nearly black a scar just above and near the corner of
his left eye brow a scar on the cap of his left knee and
a scar on the upper part of his left leg was manumitted
and set free   His freedom to commence at the decease
of the said Richd Simmons   His person identified by
the Oath of a certain Samuel E Baker   Given under
                               my hand and the Seal of my Office
                               this 21.st day of February Anno
