Caroline County ss.t  Be it remembered that on the thirty first
day of October Eighteen hundred and nine I delivered
to mulatto Daniel Phillips a Certificate a Copy of which
is as follows

       State of Maryland Caroline County to wit

Whereas application hath been made to me by a
mulatto man named Daniel Phillips for a Certificate
agreeably to an act of Assembly of the said State passed
at November Session Eighteen hundred and five by
which said act free negroes and mulattoes are permitted
to travel out of the said State upon their obtention
of a certificate of their being free born  And whereas also
upon the Oath of Alexander Griffith Gentleman of the
County aforesaid that the said mulatto man named
Daniel Phillips was free born; I do therefore hereby Certify
that the said mulatto man named Daniel Phillips
is five feet Eleven Inches High of a yellow Complexion
was born and raised in the said County of Caroline has
a large contracted Scar on his breast occasioned by
a scaled and no other notable ^particular^ marks which I
can discover   In Testimony whereof I have hereto
           set my hand and affixed the public Seal of
(seal)   my office this thirty first day of October
           in the year of our Lord Eighteen hundred
           and nine
