    State of Maryland Caroline County ^to wit^ whereas application hath
been made to me by a negro lad named Eccleston mattee for a certificate
of his freedom agreeably to the act of assembly in such case made &
provided by which said act free negroes and molattoes are permitted
to travel out of this state upon the obtention of a Certificate of being
free born & whereas also upon the Oath of Nathan Hunter of Caroline
County that the said negro lad named Eccleston mattee for
whom this certificate is made was free born.  I do therefore
grant his said application and hereby certify that he the said
negro lad named Eccleston Mattee says he is twenty years of
age the fifth day of September next is about five feet six inches
high and three quarters of an inch high of a complexion nearly
black was born and raised in Caroline County & has a scar
on the back of his left fore finger extending from across the knee
joint up the finger another large scar of a Cut just above
his left knee crosswise and rather on the inside of his thigh and
another scar across the shin bone of his left leg & no other notable
mark or scar that I have discovered
           In Testimony whereof I hereto subscribe my name & affix
(seal)   the public seal of my office this 2d day of of June Anno

State of Maryland Caroline County to wit;  Whereas heretofore to wit; on
the twenty first day of march in the year of our Lord one thousand seven hundred
and ninety seven Henry Downes of Caroline county by deed of manumission
duly executed acknowledged and recorded among the land records of Caroline
County did manumit and set free a certain negro boy named Cilas to be free
and at liberty on the first day of January in the year eighteen hundred and
eight.  And the ^said^ negro boy Cilas (now a man called calling himself Cilas
Caldwell) having made application to me for a certificate of his freedom
agreeably to the act of assembly in such case made and provided.  And
whereas also upon the Oath of Andrew Sulllivan of Caroline county
that the said negro man named Cilas (now calling himself Cilas
Caldwell is the same person mentioned in the said manumission
I do therefore grant his said application and hereby certify that from
