          set my hand and the public seal of my office affixed this
(seal)  tenth day of July Anno Domini eighteen hundred and
          nineteen.   Jo Richardson Clk of Caroline County Court


State of Maryland Caroline County to wit whereas application hath
been made to me by a negro man named Stephen Phillips for a certificate
of his freedom agreeably to an act of the General Assembly of Maryland
passed at November session eighteen hundred and five by which
said act free negroes and molattoes are permitted to travel out of this
state upon their obtention of a certificate of being free born and whereas
also upon the Oath of David Dean of Caroline County aforesaid that
the said negro man Stephen Phillips for whom this certificate is made
was free born.  I do therefore grant his said application and hereby
certify that he is five feet eight and an half inches high or thereabouts
about twenty three years of age was born and raised in Caroline
County has a dark brown complexion and no notable mark or
scar that I have observed   In Testimony whereof I have hereunto
set my hand and the public seal of my office affixed this twenty
(seal)         fourth day of August Anno Domini one thousand eight
                 hundred and nineteen 1819   Jo Richardson Clk of

State of Maryland Caroline county wit   Whereas heretofore to wit on
the fourth day of January in the year of our Lord one thousand eight
hundred and seventeen a certain Loadman Shields of Caroline county
aforesaid by deed of manumission duly executed and recorded did manumit
and set free a certain negro woman called Letty to be free and at
liberty from the date of the said manumission.  And whereas the same
negro woman called Tilly has made application to me for a certificate
of her freedom agreeably to the act of assembly in such case made and
provided and I being satisfied by the oath of Matthew Saulsbury of the
county aforesaid that the said negro woman Tilly for whom this certificate
is made is the identical negro woman mentioned in the said
