123 of my office this 1st day of December Anno Domini 1818 Jo Richardson Clk of Caroline County Court State of Maryland Caroline County to wit Whereas application hath been made to me by a molatto man named Richard Philips for a Certificate of his freedom agreeably to an act of the General assembly of Maryland passed at November session Eighteen hundred and five by which said act free negroes and mollattoes are permitted to travel out of this state upon their obtention of a Certificate of being free born and whereas also upon the affirmation of John Wright one of those people called quakers of Caroline County aforesaid that the said negro man Richard Philips for whom this Certificate is made was free born I do therefore grant his said application and hereby certify that he is five feet nine inches high or thereabouts says he was about twenty two years of age the twentieth day of November last past his Complexion yellow; was born & raised in Caroline County has no notable mark that i have discovered In testimony whereof I have hereto set (seal) my hand and affixed the public seal of my office this ninth day of December anno domini one thousand eight hundred and eighteen Jo Richardson Clk of Caroline County Court The State of Maryland Caroline County to wit Whereas negro Benjamin Palmer heretofore on the Seventh day of March seventeen hundred and ninety one was manumitted by Richard Loockerman of the State and County aforesaid to be free and at perfect Liberty in January eighteen hundred and seven as by the said manumission reference being had thereto will appear and by the Oath of M.r Edward O. Clark that the said negro Benjamin Palmer is the identical person who was manumitted as aforesaid I hereby certify that from the age expressed in the said manumission the said negro man Benjamin Palmer will be thirty seven years of age the tenth day of January next ensuing five feet eleven inches high or thereabouts of a dark brown complexion was born and raised in the county aforesaid near Tuckahoe Creek has a |
