228 of a black complexion was born and raised in Caroline County aforesaid and has a small scar on his forehead over the right eye and has no other notable marks or scars that I have observed. In testimony whereof I hereto subscribe my name and affix the seal of (seal) Caroline County Court this 3d day of November AD. 1847 James H Fountain Clk Caroline County Court State of Maryland Caroline County to wit Whereas application hath been made to me by a negro man named William Wayman for a certificate of his freedom agreeably to the acts of Assembly in such case made and provided by which said acts free negroes and mulattoes are permitted to travel out of this state upon the obtention of a certificate of being free born and whereas also upon the oath of James Shields of Caroline County ^aforesaid^ that the said negro man named William Wayman for whom this certificate is made was free born I do therefore grant his said application and hereby certify that from his own account he is now about nineteen years of age six feet one & three fourth inches high or thereabouts of a black complexion was born and raised in Caroline County aforesaid and has a scar on his forehead occasioned by a cut one to on the inside of the middle finger of the right hand & two large scars on the right Knee and has no other notable marks and ^or^ scars as I have observed In testimony whereof I hereunto subscribe (seal) my name and affix the seal of Caroline County Court this 3.d day of November AD 1847 James H.
