212 woman named Mary Ellen Garner for whom this certificate is made is made was free born; I do therefore grant her said application and hereby certify that from her own account she was twenty one years of age on the tenth day of August instant five feet seven and one fourth inches high or thereabouts was born and raised in caroline county aforesaid and of a chesnut complexion and has no notable marks or scars that I have observed In testimony whereof I hereto subscribe ( Seale of ) my name and affix the seal of Caroline County (Caroline County) court this 17th day of August 1846 ( Court ) James H Fountain Clk of Caroline County Court State of Maryland Caroline County to wit; Whereas application hath been made to me by a negro woman named Sarah A. Rich for a Certificate of her freedom agreeably to the acts of Assembly in such Case made and provided by which said acts free negroes and Mulattoes are permitted to travel out of this State upon the obtention of a certificate of being free born; And Whereas also upon the oath of Joshua Clarke of Caroline County aforesaid that the said negro woman named Sarah A. Rich for whom this Certificate is made was free born I do therefore grant her said application and hereby Certify that from her own account she is now about twenty years of age five feet two inches high or thereabouts of a Mulatto Complexion was born and raised in Caroline County aforesaid & has a large scar on her right arm near the elbow and has no other notable marks or scars that I have observed (Seal of Caroline) In Testimony Whereof, I hereunto subscribe My ( County Court ) name & affix the seal of Caroline County Court this 28.th day of August Anno Domini 1846 James H.
