211 ( Seal of ) and affix the seal of Caroline County Court this (Caroline County) 15.th day of August Anno Domini 1846 ( Court ) James H. Fountain Clerk of Caroline County Court State of Maryland Caroline County to wit; Whereas application hath been made to me by a negro man named William Garner for a certificate of his freedom agreeably to the acts of Assembly in such case made and Provided by which said act free negroes and Mulatto's are permitted to travel out of this State upon the obtention of a certificate of being free born; And whereas also upon the Oath of Robert H. Postlethwaite of Caroline County aforesaid that the said negro man named William Garner for whom this certificate is made was free born. I do therefore grant his said application and hereby certify that from his own account he will be twenty four years of age sometime during the present month five feet eight inches high or thereabouts of a chesnut complexion was born and raised in Caroline County aforesaid and has a Small Scar on the thumb joint of his right hand and has a mole on the same thumb & has no other notable marks or scars that I have observed (Seal of Caroline) In Testimony whereof I hereunto subscribe my ( County Court ) name and affix the seal of Caroline County Court this 15th day of August Anno Domini 1846 James H.
