State of Maryland Caroline County to wit;  Whereas heretofore to wit on the
thirty first day of January in the year of our Lord Eighteen hundred and twenty
three a certain John Carter by Deed of Manumission duly executed acknowledged
and recorded among the land records of caroline county did manumit and set
free a certain coloured man named Charles now calling himself Charles Hicks
to be free from and after the date of the said manumission and the said coloured
man named Charles now calling himself Charles Hicks having made application
to me for a certificate of his freedom agreeably to the act of assembly in
such case made & provided and whereas also upon the oath of Levin wootters
of caroline county that the said coloured man named Charles now calling
himself Charles Hicks for whom this certificate is made is the same person
mentioned in the said manumission I do therefore grant his said application
and hereby certify that from his age as expressed in the said Manumission
he was thirty five years of age the thirty first day of January last five feet
six and quarter inches high or thereabouts was born and raised in Caroline
County of a Black complexion has a large scar of a cut extending from between
the middle and hand joint of his left fore finger in a circular form to a little
above the hand joint of his left thumb & the end joint of the middle finger of
his right hand crooked and stiff from a cut on the joint and no other notable
markes or scars that I have observed
(seal)   In Testimony whereof I hereto subscribe my name and affix the public
           seal of my office this 14th day of April anno Domini 1829

State of Maryland Caroline County to wit   Whereas application hath been
made to me by a coloured man named Thomas Bell for a certificate of his
freedom agreeably to the act of assembly in such case made and provided by which
said act free negroes and molattoes are permitted to travel out of this state upon
the obtention of a Certificate of being free born and whereas also upon the oath of
John Collison of Caroline county that the said coloured man named Thomas
Bell for whom this Certificate is made was free born I do therefore grant his
said application and hereby certify that from his own account he was twenty
one years of age the sixteenth day of February last was born and raised
in Caroline County of a complexion nearly black five feet four inches
