requiring motor fuel distributors to file certain reports; altering the distribution of
transportation revenues; altering the taxes imposed on certain fuels; requiring
certain special fuel users to file motor fuel tax returns for alternate periods and on
alternate dates; authorizing the Comptroller to establish certain filing requirements
by regulation; limiting the frequency for which the Comptroller may require the
filings; setting a limit on certain outstanding bonds; altering a limitation on certain
agreements regarding operation of State-owned airports; changing certain fees
collected by the Department of Transportation; eliminating the disbursement of
certain funds to local governments; providing for the distribution of the Gasoline
and Motor Vehicle Revenue Account; changing the amount of security interest
filing fees deposited in the General Fund; authorizing the Maryland Transportation
Authority to make a certain transfer of funds in Fiscal Year 1992; requiring that
certain revenues realized by the Department of Transportation in Fiscal Year 1993
be credited to a certain Fund for a certain purpose; providing that certain Fiscal
Year 1992 revenues will accrue to the Transportation Trust Fund; authorizing
multiyear registration of certain vehicles; requiring a certain surcharge on the
registration of certain vehicles; establishing a special fund to be used for certain
purposes; establishing a budget request and approval process for Emergency
Medical Services Field Operations (EMSFO); requiring a certain transfer of
revenues to the EMSFO Fund and limiting certain expenditures from the Fund;
altering a certain limitation on the use of a conventional school bus; requiring a
conventional school bus to be subject to certain inspections; providing certain grants
to certain jurisdictions for a certain period; repealing a certain contingency
provision from another Act; requiring the Comptroller to assess a certain motor
carrier tax rate for a certain time period; authorizing the Motor Vehicle
Administration to establish and charge certain fees for certain records; altering a
certain limitation on the authority of the Motor Vehicle Administration to set
certain fees; providing for a certain surcharge or credit in conjunction with the
titling tax on certain motor vehicles based on fuel economy; altering the distribution
of certain fees and altering certain driver education subsidies; exempting certain
procurements by the Department of Transportation from certain provisions of law;
extending for an additional two years the Chesapeake Bay Commemorative Plate
program; increasing the maximum level of revenues which the Motor Vehicle
Administration may collect from fees; repealing certain provisions of law altering
certain taxes on motor fuels; authorizing the Motor Vehicle Administration to
adopt certain regulations; declaring the intent of the General Assembly; providing
for the application of this Act; clarifying language; defining terms; providing for the
effective date of this Act; and generally relating to transportation funding.
