(2) For each of Fiscal Years 1994 and 1995, the Governor shall include in the
budget an amount equal to at least the estimate of revenues, made by the Board of
Revenue Estimates, for the fiscal year attributable to the increase in the top State income
tax rate under Section 3 of this Act.
Amounts required to be included in the budget under this section shall be inclusive
of and not in addition to amounts required to be included in the budget under § 7-311 of
the State Finance and Procurement Article. The amounts required to be included in the
budget under this section shall be exclusive of and in addition to amounts that the
Governor is required to appropriate to the Revenue Stabilization Account due to any
unappropriated surplus for certain fiscal years.
SECTION 8. AND BE IT FURTHER ENACTED, That Section 2 of this Act
shall be applicable to all taxable years beginning after December 31, 1991.
SECTION 9. AND BE IT FURTHER ENACTED, That Section 3 of this Act
shall take effect July 1, 1992 and shall be applicable to all taxable years beginning after
December 31, 1991 but before January 1, 1995. Section 3 of this Act shall remain in effect
for a period of 3 2 1/2 years and at the end of June 30, 1995 December 31, 1994, with no
further action required by the General Assembly, Section 3 of this Act shall be abrogated
and of no further force and effect.
SECTION 10. AND BE IT FURTHER ENACTED, That Section 4 of this Act
shall take effect July January 1, 1995 and shall be applicable to all taxable years beginning
after December 31, 1994.
SECTION 11. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1992; provided, however, that Section 5 of this Act shall take effect June 1,
1992; and provided further that for calendar year 1992 the publication, hearing, and
summary requirements of § 10-106(a)(3) of the Tax - General Article may be satisfied by
a county by actions taken prior to June 1. 1992.

Transportation Revenues and Financing
FOR the purpose of providing for grants to the Washington Suburban Transit District for
certain costs; altering certain financing provisions relating to the Washington
Suburban Transit District; altering the manner in which members of the
Washington Suburban Transit Commission are appointed; requiring that the
Governor's appointees to the Commission serve in a certain capacity; altering
Commission voting requirements; altering the number of Commissioners necessary
to approve transit contracts with the Washington Suburban Transit District;
