(F)     North Point State Park. Reconstruct trolley station, provided that
no funds may be expended until:

(1) The department provides the budget committees with a priority
listing of development projects at North Point State Park that
includes estimated development costs and development time
line; and

(2) The budget committees have 45 days to review and comment

(G)    Sandy Point State Park. Provide funds to construct South Beach
facilities including comfort stations, pumping station, footwashes,
multi-use court, tot lot, trash compactor area, sailboat lot, utilities

and site work (Anne Arundel County).............................................               995,000

(H) Soldiers Delight Natural Environmental Area. Construct exhibits,

roads, parking lots and walkways (Baltimore County).....................               250,000

30.01.09                   MARYLAND ENVIRONMENTAL SERVICE

(A) Water and Wastewater Facilities Improvement Fund. Provide a
fund to design, construct, and equip capital improvements for
State institutions. Notwithstanding any provision of State law to
the contrary including, but not limited to, the procurement
provisions of the State Finance and Procurement Article, and
subject to approval of the Board of Public Works, the Maryland
Environmental Service shall be responsible for and control
