procurement of equipment, construction, engineering and
architectural services, and all related services and supplies for
projects and public improvements for which State funds are hereby
appropriated to the Maryland Environmental Service.
Expenditures for any of the following projects may not exceed the
amount listed below for that project by more than 7.5% without
notification to the General Assembly. Expenditure of any part of
this appropriation for a project not listed below shall also require
notification of the General Assembly................................................            5,189,000

Charlotte Hall Veterans Home (St. Mary's County):

Construct improvements to water and waste water
systems...............................................................................741,000

Woodstock Center (Baltimore County):

Construct improvements to water system, provided that federal
funds received by the Department of General Services as rent
for the Woodstock Center shall be used to pay the debt service
on the project located at that facility. If revenues from that
source are insufficient to make debt service payments, or if the
federal government ceases to rent that facility, funds shall be
provided through the State property tax to pay in full the
principal and interest on the bonds then due................620,000

Jessup Correctional Complex (Anne Arundel County):

Upgrade water service...................................................2,510,000

Design improvements to sewer system..............................13,000

Design improvements to water distribution system..........26,000

Hagerstown Correctional Complex (Washington County):

Upgrade water service and acquire any necessary

easements.......................................................................2,683,000

Design improvements to water distribution system..........31,000

Boys' Village of Maryland (Prince George's County):

Design improvements to Water Distribution System.......15,000

Green Ridge Youth Center (Allegany County):

Construct water treatment plant.....................................100,000

(B) Recycling Facilities and Systems Funds. Provide funds to assist
counties and municipalities to construct and equip recycling
facilities and systems. No more than $100,000 shall be granted for
a single facility or system and no grant may exceed 50% of the total
project cost (Statewide)......................................................................               500,000

30.01.17                      RESOURCE CONSERVATION SERVICE

(A) Renovate the Albert M. Powell Fish Hatchery. Revenues from the
Fisheries Management and Protection Fund will be used to retire
