ROBERT L. EHRLICH, JR., Governor                             Ch. 268

(e)     A real estate broker [who has in good faith distributed the trust money
under subsection (a)(4) of this section] may not be liable to an owner or beneficial
owner [for the distribution] of the trust money FOR:

(1)     A GOOD FAITH DECISION TO DISTRIBUTE THE TRUST MONEY UNDER
SUBSECTION (A)(4) OF THIS SECTION; OR

(2)     A GOOD FAITH DECISION NOT TO DISTRIBUTE THE TRUST MONEY
UNDER SUBSECTION (A)(4) OF THIS SECTION.

(f)      An agreement under which a real estate broker is entrusted with the trust
money shall contain a statement that the real estate broker may distribute the trust
money in accordance with subsection (b) of this section if the owner or beneficial
owner of the trust money fails to complete the real estate transaction for which the
trust money was entrusted.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2004.

AN ACT concerning

Task Force on Parking for Individuals with Disabilities

FOR the purpose of establishing a Task Force on Parking for Individuals with
Disabilities; providing for the appointment of the chairman of the Task Force;
providing for the membership and duties of the Task Force; providing for the
staffing of the Task Force; prohibiting a member of the Task Force from
receiving certain compensation; authorizing a member of the Task Force to
receive reimbursement for certain expenses; requiring the Task Force to report'
to the General Assembly by a certain date; providing for the termination of this
Act; and generally relating to the establishment of a Task Force on Parking for
Individuals with Disabilities.

Preamble

WHEREAS, Governmental bodies, agencies, and commissions and citizens
throughout the State have expressed concerns about the process for obtaining parking
placards or special registration plates for individuals with disabilities and the
potential for abuse within that process; and

WHEREAS, The increasing number of applications for parking placards and
special registration plates for individuals with disabilities has made it increasingly
difficult for the Motor Vehicle Administration to effectively and efficiently process
those applications; and
