AN ACT providing that an employee promoted to a position to which the FM or PM
pay scale applies shall be slotted into the pay rate that correlates to the length
of the employee's creditable service; designating the Director of Housing and
Community Development as the appointing authority for the position of Human
Services Manager II, serving as the deputy director of the Department of
Housing and Community Development; repealing the Director's appointing
authority for the position of Human Services Manager I, serving as the Housing
Assistance Administrator; and generally relating to the County human
resources system.

AN ACT amending the County purchasing code; changing certain definitions;
changing the authority and duties of the county purchasing agent; establishing
a Contract Review Committee (CRC); requiring CRC approval for certain
purchases; changing the values that trigger requirements for formal bidding,
informal bidding, emergency purchases, and waivers for the procurement of
supplies or services; authorizing procurement card transactions; expanding the
types of government agencies with which the County may contract for
purchasing needs; changing the purchase amount for which certification by the
Director of Finance is required; and generally relating to the County purchasing
code.

AN ACT establishing a tax credit against the real property tax imposed by Howard
County on the dwelling owned by the surviving spouse of an individual who dies
while in the active service of a fire, rescue or emergency medical service, under
certain conditions; specifying the term and amount of the credit; making this Act
applicable to all taxable years beginning after a certain date; and generally
relating to a tax credit against the real property tax imposed by Howard County
