(2)     Four members of the House of Delegates, appointed by the Speaker of
the House;

(3)     The Secretary of Higher Education;

(4)     The President of the University of Maryland, College Park or a
designee of the President;

(5)     The President of the University of Maryland University College or a
designee of the President;

(6)     The President of the University of Maryland, Baltimore or a designee
of the President;

(7)     The President of Morgan State University or a designee of the
President;

(8)     The President of The Johns Hopkins University or a designee of the
President;

(9)     One member of the Board of Regents of the University System of
Maryland;

(10)   The Chancellor of the University System of Maryland or a designee of
the Chancellor;

(11)   Three community college presidents, appointed jointly by the
President of the Senate and the Speaker of the House;

(12)   One representative of the Maryland Independent College and
University Association; and

(13)   Two members of the public appointed by the Governor.

(d)     The chairman of the commission shall be jointly appointed by the Governor,
the President of the Senate, and the Speaker of the House.

(e)      The commission shall solicit the views of the public, the Board of Regents of
the University System of Maryland, the members of the boards of visitors established
by the presidents of the constituent institutions of the University System of Maryland,
the members of the Maryland Higher Education Commission, and leading national
experts in higher education, including the American Association of State Colleges and
Universities, the National Association of State Universities and Land Grant Colleges,
and the Southern Regional Education Board.

(f)      The commission shall engage the services of the Education Commission of
the States to conduct a study of the current and future funding needs of the constituent
institutions of the University System of Maryland to assist each institution in reaching
its stated mission and goals, including a history of State funding prior to the
formation of the University System of Maryland in 1988 and during the years
following the formation of the System.
