(g) The commission shall review options and make recommendations relating
to the establishment of a consistent and stable funding mechanism to ensure
accessibility while at the same time promoting policies to achieve national eminence at
Maryland's public institutions of higher education.
(h) The commission shall report its findings and recommendations to the
Governor and, in accordance with § 2-1246 of the State Government Article, to the
General Assembly by December 1, 2005.
(i) The staff for the commission shall be provided and coordinated by the
Department of Legislative Services. The Department of Budget and Management, the
Maryland Higher Education Commission, and the University System of Maryland
also shall assign staff to assist the commission.
(j) Notice of each meeting of the commission shall be made public by delivering
a copy of the meeting notice to the Legislative Information Officer, Room B-6,
Department of Legislative Services, Legislative Services Building, 90 State Circle,
Annapolis, Maryland 21401-1991. The notice should be delivered no later than
Tuesday afternoon at 4:00 p.m. for inclusion in the weekly Hearing Schedule.
SECTION 10. 11. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 2004.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 1218 — Baltimore County -Alcoholic Beverages - Class BDR (Deluxe
Restaurant) (On-Sale) Beer, Wine and Liquor Licenses.
This bill repeals a provision of law that requires, with respect to the authorization of
the issuance of up to four additional Class B (on-sale - hotels and restaurants) beer,
wine and liquor licenses in Baltimore County to individuals for the use of specified
business entities, provided that one of the licenses must be a Class BDR (deluxe
restaurant) (on-sale) beer, wine and liquor license.
Senate Bill 796, which was passed by the General Assembly and signed by me on
April 27, 2004, accomplishes the same purpose. Therefore, it is not necessary for me
to sign House Bill 1218.
