on October 1, 2004, at least 1,880 filled
caseworker and supervisor positions
allocated to meet caseload to staff
ratios established by the Child
Welfare League of America. Further
provided that $1,000,000 of this
appropriation may not be expended
unless the Department of Human
Resources has on January 1, 2005, at
least 1,891 filled caseworker and
supervisor positions allocated to meet
caseload to staff ratios established by
the Child Welfare League of America.
In addition, $1,000,000 of this
appropriation may not be expended
unless the Department of Human
Resources has on March 1, 2005, at
least 1,891 filled caseworker and
supervisor positions allocated to meet
caseload to staff ratios established by
the Child Welfare League of America.
If not expended, these funds shall
revert to the general fund on June 30,
