WOULD BE INEFFICIENT OR NONPRODUCTIVE, OR FOR OTHER LEGITIMATE
REASONS;
7. SET THE QUALIFICATIONS OF EMPLOYEES FOR
APPOINTMENT AND PROMOTIONS; AND;
8. SET STANDARDS OF CONDUCT;
9. ADOPT OFFICE RULES, REGULATIONS, AND
PROCEDURES;
