(4) ANY COMBINATION OF LOCAL, FEDERAL, OR PRIVATE RESOURCES
OR CONTRIBUTIONS MAY BE USED FOR THE APPLICANTS MATCH. (G) (1) THE PROGRAM IS LIMITED TO 100 PRINCIPALS FROM ONE COUNTY
FROM EACH OF THE FIVE REGIONS OF MARYLAND
. (2) THE STATE BOARD SHALL CHOOSE THE COUNTIES AND THE
PRINCIPALS
FOR EACH COUNTY SUPERINTENDENT SHALL CHOOSE THREE
PRINCIPALS FOR PARTICIPATION IN THE PROGRAM. (H) (3) IT IS THE INTENT OF THE GENERAL ASSEMBLY THAT THE STATE
BOARD GIVE
THE STATE SUPERINTENDENT SHALL CHOOSE THE REMAINING 28
PRINCIPALS, GIVING THE HIGHEST PRIORITY TO TRAINING PRINCIPALS ASSIGNED
TO AND PRACTICING IN LOCAL RECONSTITUTION SCHOOLS. (I) (H) THE GOVERNOR SHALL INCLUDE FUNDS IN THE STATE BUDGET TO
IMPLEMENT THE PROGRAM.
(J) THE STATE BOARD SHALL REPORT TO THE SENATE BUDGET AND
TAXATION COMMITTEE, SENATE EDUCATION, HEALTH, AND ENVIRONMENTAL
AFFAIR
S COMMITTEE, HOUSE APPROPRIATIONS COMMITTEE, AND HOUSE WAYS AND
MEANS COMMITTEE ON OR BEFORE JUNE 30, 2004, IN ACCORDANCE WITH § 2- 12
46 OF
THIS STATE GOVERNMENT ARTICLE, AS
SESSING THE EFFECTIVENESS OF THE
PROGRAM. THE REPORT SHALL INCLUDE
; (1) THE NUMBER OF PRINCIPALS WHO RECEIVED TRAINING UNDER THE PROGRAM; (2) THE ENTITIES THAT RECEIVED FUNDS FOR PROGRAMS AND THE
NUMBER OF PRINCIPAL
S EACH TRAINED; (3) A COMPARISON OF MARYLAND SCHOOLS PERFORMANCE ASSESSMENT PROGRAM SCORES WITHIN THE PARTICIPATING COUNTIES FOR THE
YEAR BEFORE THE PRINCIPALS RECEIVED TRAINING AND FOR THE FIRST YEAR
AFTER THE PRINCIPALS COMPLETED THE TRAINING;
(4) INFORMATION DETAILING THE EFFECTIVENESS OF THE PROGRAM,
INCLUDING SURVEY DATA FROM PROGRAM PARTICIPANTS
; AND (5) INFORMATION DETAILING THE RETENTION RATE OF PRINCIPALS
WHO PARTICIPATED IN THE PROGRAM. SECTION 2. AND BE IT FURTHER ENACTED. That the State Board of
Education shall report to the Senate Budget and Taxation Committee, Senate
Education, Health, and Environmental Affairs Committee, House Appropriations
Committee, and House Ways and Means Committee on or before June 30, 2004, in
accordance with § 2-1246 of the State Government Article, assessing the effectiveness
of the Principal Training Pilot Program established under this Act. The report shall
include information regarding: (1) the jurisdictions in which principals who receive training under the pilot
program are employed;
