(II) CORE ACADEMIC STANDARDS;
(III) CURRICULUM FRAMEWORKS AND INSTRUCTIONAL MATERIALS
ALIGNED TO THE STATE ACADEMIC STANDARDS;
(IV) THE USE OF STUDENT ASSESSMENT INSTRUMENTS AND
SPECIFIC WAYS OF MASTERING THE USE OF ASSESSMENT DATA FROM THE
MARYLAND SCHOOL PERFORMANCE ASSESSMENT PROGRAM;
(V) THE USE OF SCHOOL MANAGEMENT TECHNOLOGY TO IMPROVE
STUDENT PERFORMANCE; AND
(VI) INSTRUCTIONAL LEADERSHIP AND MANAGEMENT STRATEGIES
REGARDING THE USE OF INSTRUCTIONAL TECHNOLOGY TO IMPROVE STUDENT
PERFORMANCE.
(2) ADDITIONAL INSTRUCTION AND TRAINING AREAS THAT MAY BE
CONSIDERED TO IMPROVE STUDENT LEARNING AND ACHIEVEMENT BASED UPON
THE NEEDS OF PARTICIPATING PRINCIPALS INCLUDE THEORIES OF LEARNING,
MOTIVATING STUDENT LEARNING, COLLABORATION, CONFLICT RESOLUTION,
DIVERSITY, PARENTAL INVOLVEMENT, EMPLOYEE RELATIONS, AND THE CREATION
OF EFFECTIVE LEARNING AND WORKPLACE ENVIRONMENTS.
(D) (1) ANY A PUBLIC SCHOOL, GROUP OF SCHOOLS, COUNTY BOARD, OR
GROUP OF COUNTY BOARDS IS ELIGIBLE TO APPLY FOR INCENTIVE FUNDING UNDER
THE PROGRAM.
(2) TO RECEIVE INCENTIVE FUNDING, AN APPLICANT, INDIVIDUALLY OR
IN PARTNERSHIP WITH ONE OR MORE INSTITUTIONS OF HIGHER EDUCATION OR
OTHER EDUCATION ENTITIES, SHALL SUBMIT A PLAN TO THE STATE BOARD.
(3) THE PLAN SHALL INCLUDE:
(I) A DESCRIPTION OF THE PLAN, INCLUDING CURRICULA;
(II) A LISTING OF ANTICIPATED EXPENSES; AND
(III) A DESCRIPTION OF HOW THE PLAN ADDRESSES THE AREAS
SPECIFIED IN SUBSECTION (C) OF THIS SECTION.
(4) THE STATE BOARD SHALL APPROVE OR DISAPPROVE AN APPLICANT'S
PLAN.
(E) A PLAN SHALL PROVIDE AT LEAST 40 HOURS OF TRAINING.
(F) (1) INCENTIVE FUNDING AMOUNTS MAY NOT EXCEED $1,500 PER
PRINCIPAL.
(2) THE STATE SHALL PAY THE INCENTIVE FUNDING TO AN APPLICANT
ONCE THE APPLICANT'S PLAN IS APPROVED BY THE STATE BOARD.
(3) FOR EACH $1,500 THAT IS RECEIVED, AN APPLICANT SHALL PROVIDE
$500 IN MATCHING FUNDS THAT SHALL BE USED FOR COSTS OF A PLAN.
