(2) the entities that receive funds for programs and the number of principals
that each entity trains under each program;
(3) a comparison of Maryland School Performance Assessment Program scores
within the participating counties for the year before the principals received training
under the pilot program and for the first year after the principals completed the
training;
(4) the effectiveness of the pilot program, including survey data from
participants in the pilot program; and
(5) the retention rate of principals who participate in the pilot program.
SECTION 2. 3. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 2002. It shall remain effective for a period of 3 years and, at the end of
June 30, 2005, with no further action required by the General Assembly, this Act shall
be abrogated and of no further force and effect.

(House Bill 15)
AN ACT concerning
Education - Teacher Salary Signing Bonus - Eligibility Requirements
FOR the purpose of altering certain eligibility requirements for the teacher salary
signing bonus; altering the amount of the teacher salary signing bonus; altering
the amount the teacher must reimburse the State if the teacher fails to meet a
certain time commitment; and generally relating to the teacher salary signing
bonus.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article - Education
6-306.
(b) (1) For fiscal year 2000 and each subsequent fiscal year, the Governor
shall include in each year's operating budget funding for the stipends and bonuses
provided in this subsection.
