subsequent fiscal year in an amount sufficient to fund the provisions of § 7-203.1 of
the Education Article, as enacted by this Act.
SECTION 5. 2. 3. AND BE IT FURTHER ENACTED, That it is the intent of the
General Assembly that:
(a) The K-16 Leadership Council shall be formalized through a Memorandum
of Understanding signed by the State Superintendent of Schools, the Secretary of
Higher Education, the Chancellor of the University System of Maryland, and private
colleges and universities.
(b) If funding is provided in the State budget, the The K-16 Leadership
Council shall establish study and plan for the establishment of the K-16 Research
and Development Institute and the Maryland Clearinghouse for Educational
Statistics.
SECTION 6. 3. 4. AND BE IT FURTHER ENACTED, That it is the intent of the
General Assembly that the State Department of Education develop, in conjunction
with the Professional Standards in Teaching Education Board, a certificate for middle
school teachers.
SECTION 7. AND BE IT FURTHER ENACTED, That it is the intent of the
General Assembly that the Governor include sufficient funds in the State budget of
the Maryland Higher Education Commission to provide awards to all students
eligible for need based programs under §§ 18-301, 18-706(d), 18-1401, 18-1501, and
18-2601 of the Education Article and § 13-613(d)(1) of the Transportation Article.
SECTION 8. 4. 5. AND BE IT FURTHER ENACTED, That it is the intent of the
General Assembly that:
(a) The College Readiness Outreach Program established in § 18-303.1 of the
Education Article in this Act be implemented over a 5-year period beginning in fiscal
2003 2004, to the extent that funds are available;
(b) The Governor shall include an appropriation of at least $1.2 million in the
State budget in fiscal 2003 for the Maryland Higher Education Commission and the
State Department of Education for a pilot of the College Readiness Outreach Program
for up to 1,000 students in Allegany, Prince George's, and Wicomico counties and
Baltimore City; and
(b) In the first year of implementation, to the extent that funds are available,
the Maryland Higher Education Commission and the State Department of Education
shall implement the College Readiness Outreach Program for up to 1,000 students in
Allegany, Prince George's, and Wicomico counties and Baltimore City;
(c) As funds are provided in the State budget, additional counties shall be
added to the College Readiness Outreach Program until students from all counties in
Maryland are participating in the Program; and
(d) On or before July 1, 2007, the Maryland Higher Education Commission, in
consultation with the State Department of Education, shall:
