Ch. 315 2002 LAWS OF MARYLAND
(2) AN INSTITUTION OF HIGHER EDUCATION THAT RECEIVES A GRANT
UNDER THIS SECTION SHALL PROVIDE THE COMMISSION WITH AN ANNUAL AUDIT
DESCRIBING THE DISPOSITION OF THE FUNDS. (F) THE COMMISSION SHALL: (1) ESTABLISH GUIDELINES FOR THE AWARDING OF GRADUATE AND
PROFESSIONAL SCHOLARSHIPS BY THE INSTITUTIONS OF HIGHER EDUCATION TO
THE STUDENTS; AND (2) ADOPT REGULATIONS NECESSARY FOR THE IMPLEMENTATION OF
THIS SECTION. (G) FUNDS FOR THE MARYLAND GRADUATE AND PROFESSIONAL PROGRAM
SHALL BE AS PROVIDED IN THE STATE BUDGET AND AS SET FORTH IN § 13-613 OF
THE TRANSPORTATION ARTICLE. SECTION 3. AND BE IT FURTHER ENACTED, That: (a) The State Department of Education shall review current pay for teachers
and school administrators and make recommendations regarding:
(1) implementation of a differential pay scale for teachers and school
administrators;
(2) optional 12-month contracts for teachers and school administrators; (3) Maryland's financial incentives in relation to the financial incentives
offered in other states; and (4) targeting financial incentives to the recruitment and retention of
teachers and school administrators.
(b) The State Department of Education shall provide a final report of its
findings and recommendations to the Governor and, in accordance with
§ 2-1246 of
the State Governmen
t Article, to the General Assembly by January 1, 2003. SECTION 3. AND BE IT FURTHER ENACTED, That it is the intent of the
General Assembly that the Governor shall include in the State budget for
fiscal year
2003 an appropriation of at least $2,730,000 for the Maryland Professional
Development Program in § 6-
801 of the Education Article as enacted in this Act. SECTION 4. AND BE IT FURTHER ENACTED, That it is the intent of the
Gen
eral Assembly that the Governor shall include in the State budget for fiscal year
2003
an appropriation of at least $476,000 for the administration of the Preliminary
Scholastic Aptitude Test to every 10th grade student in the State.
SECTION 2. AND BE IT FURTHER ENACTED, That it is the intent of the
General Assembly that the Governor shall include in the State budget for fiscal year
2003 an appropriation in an amount sufficient to fund the provisions of § 7-203.1 of
the Education Article, as enacted by this Act, for the administration of the Preliminary
Scholastic Aptitude Test to 10th grade students in the State. The Governor shall
include an appropriation in the State budget for the fiscal year 2004 and each
