jurisdiction and region, including a
calculation of per capita demand for
treatment; and
(3) an explanation of the basis on which
funds are currently distributed to
each jurisdiction.
The report shall also include possible
criteria on which future substance abuse
treatment funds may be distributed. These
criteria may include, but are not limited
to, total population, population of
uninsured or underinsured, and
prevalence of substance abuse. The report
shall also include an assessment of the
potential impact of changes to the
distribution of substance abuse treatment
funds to private health insurance. The
department shall submit the report on or
before October 1, 2003. The budget
committees shall have 45 days to review
and comment prior to the release of funds.

MENTAL HYGIENE ADMINISTRATION
Funds are appropriated in DHR Family
Investment Administration program
budget to pay for services provided by this
program. Authorization is hereby granted
to use these receipts as special funds for
operating expenses in this program.
