Provided that the Department of Health and
Mental Hygiene may not award funding
to Baltimore City from the Substance
Abuse Treatment Outcomes Partnership
in fiscal 2004.

General Fund Appropriation, provided that
$1,000,000 of this appropriation may not
be expended until the Department of
Health and Mental Hygiene submits to the
budget committees a report on the Alcohol
and Drug Abuse Administration's
distribution of substance abuse treatment
funds by jurisdiction. The report shall
detail:

(1)    the amount allocated to and expended
by each jurisdiction for substance
abuse treatment and prevention in
each of the last five years, including a
calculation of the number of people
receiving treatment services each year
and per capita treatment spending;

(2)    an estimate of current unmet demand
for substance abuse treatment by both

ALCOHOL AND DRUG ABUSE ADMINISTRATION

Funds are appropriated in other agency
budgets to pay for services provided by
this program. Authorization is hereby
granted to use these receipts as special
funds for operating expenses in this
program.
