AN EMERGENCY ACT to:
(1) provide for the filling of certain vacancies on the County Council by a
special election, and specify how the special election is scheduled;
(2) Hallow a special election to fill a Council vacancy to be held entirely by a
mail ballot if state laws permit mail balloting;]]
[[(3)]] renumber and reorganize certain provisions of County election laws
regarding election and Council districts; and
[[(4)]] (3) generally amend County election laws regarding the filling of
vacancies on the County Council.
