AN ACT to repeal and reenact, with amendments, Subsection A of Section 256-5,

of the Harford County Code, as amended, to provide for the issuance of an on-site
utility permit and/or a plumbing rough in permit, and to provide for the denial of a
connection permit if adequate public water and/or sewer facilities do not exist and
generally providing for the construction and maintenance of water and sewer
facilities in Harford County.

and Section 9-32, Powers and duties, of Article VI, Mental Health and Addictions
Advisory Council, of Part 2, Nonbinding Advisory Boards, of Chapter 9, Boards,
Commissions, Councils and Agencies, of the Harford County Code, as amended; to
change and increase the ex-officio members of the Council and to amend the powers
and duties of the Council; and generally relating to the Mental Health and Addictions
Advisory Council.

Bill No. 99-34
AN ACT to repeal and reenact, with amendments, Section 4-9, Compensation of
Council Members, of Article I, Legislative Branch; and to repeal and reenact, with
amendments, Section 4-33, Compensation of County Executive, or Article II,
Executive Branch, all of Chapter 4, Administration of Government, all of the Harford
County Code, as amended; to provide an incremental increase in the annual
compensation of the County Council and County Executive beginning on December 2,
2002; and to provide that on July 1, 2006 and for each fiscal year thereafter that the
compensation received by the County Executive, County Council President and the
other members of the County Council shall be adjusted based on the annual change in
the Consumer Price Index; and generally relating to the annual compensation of the
County Council and County Executive.
