Water and Sewer Plan, of Article I, General Provisions, of Chapter 256, Water and
Sewers, of the Harford County Code, as amended, to provide for the adoption of the
Spring, 1999 Master Water and Sewer Plan and to submit said Plan to the Maryland
Department of the Environment for its approval and implementation pursuant to
Title 9 of the Environment Article of the Maryland Annotated Code.

AN EMERGENCY ACT to repeal and reenact, with amendments, Section 123-40,
County indebtedness, of Article I, General Provisions, of Chapter 123, Finance and
Taxation, of the Harford County Code, as amended; to correct an administrative error
that occurred when the companion Charter Section 524 was enacted in 1996 and
Section 123-40 was not amended accordingly; and generally relating to county
indebtedness.

taxes for the Bulle Rock Resort & Conference Center, under certain terms and
conditions; and generally relating to tax credits.

add new Section 9-188.1, Administrative fees, to Article XXXI, Office of Economic
Development, of Part 4, Administrative Offices and Agencies, of Chapter 9, Boards,
Councils, Agencies, of the Harford County Code, as amended; to provide for a title
change from Officer to Director of Economic Development and to further provide that
the Director of Economic Development is authorized to charge an administrative fee
for the application and approval of Industrial Revenue Bonds and the refunding of
such bonds; and generally relating to administrative fees.
