(4) 3 shall be from the State Department of Education; (5) 1 shall be from the Department of Health and Mental Hygiene; (6) 1 shall be the Secretary or a designee from the Department of Human Resources; (7) 1 shall be the Secretary or a designee from the Department of
Transportation; (8) 1 shall be from the Human Relations Commission; (9) 1 shall be the Secretary or a designee from the Department of Labor,
Licensing, and Regulation; (10) 1 shall be from the Department of Juvenile Justice; (11) 1 shall represent local government; [and] (12) 1 SHALL BE THE SECRETARY OR A DESIGNEE FROM THE
DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT; (13) 1 SHALL BE FROM THE NONPROFIT HOUSING COMMUNITY; AND
[(12)] (14) 15 shall be from the general public. (c) Of the 3 members from the State Department of Education; (1) 1 shall be the Assistant State Superintendent or a designee from the
Division of Special Education; (2) 1 shall be the Assistant State Superintendent or a designee from the
Division of Vocational Rehabilitation; and (3) 1 shall be the Assistant State Superintendent or a designee from the
Division of Career Technology and Adult Learning. (d) The member from the Department of Health and Mental Hygiene shall be
a deputy secretary from a pertinent area, such as; (1) health, retardation, addictions, and developmental disabilities; (2) medical care programs; (3) health regulatory services; or (4) administration. (e) (1) The 15 members from the general public shall be chosen from
different geographical areas of the State. (2) Of the 15 members from the general public: (i) 12 shall be individuals with disabilities;
