(e) Authorization is hereby granted to transfer $21,902,887 of
Cigarette Restitution Funds appropriated to program MF02.06, Prevention
and Disease Control, to program MQ01.03, Medical Care Provider
Reimbursements, to cover deficiencies in that program. If these funds are not
transferred as authorized, they may not be expended and shall revert to the
Cigarette Restitution Fund at the end of the fiscal year for the benefit of the
Tobacco Use Prevention and Cessation Program and the Cancer Prevention,
Education, Screening, and Treatment Program.
(2) In the Alcohol and Drug Abuse Administration of the Department of
Health and Mental Hygiene. $18,500,000 in Cigarette Restitution Funds
appropriated to program MK02.02, Addictions Treatment Services, is
restricted until the department submits a detailed report on the proposed use
of the funds. The department shall consult with the General Assembly, the
Task Force to Study the Availability of Substance Abuse Programs, the
Subcabinet, and the Cabinet Council on Criminal and Juvenile Justice on
identifying the greatest treatment needs and determining priorities. The
report shall include funding allocation with priority given to areas with
greatest need, number of treatment slots, and a Managing for Results Plan.
The report shall be submitted by September 1, 2000. The budget committees
shall have 45 days to review and comment. The department shall also submit
a report by June 30, 2001 on the progress that has been made toward meeting
the goals established in the department's initial report.
(3) In the Board of Public Works - Interagency Committee for Public
School Construction, §2.000,000 in Cigarette Restitution Funds appropriated
to program DE03.02, School Facilities Program, for the purpose of providing
in-classroom telephones, may not be expended for that purpose.
Authorization is hereby granted to transfer these funds to program MQ01.03.
Medical Care Provider Reimbursements, to cover deficiencies in that
program. If these funds are not transferred as authorized, they may not be
expended and shall revert to the Cigarette Restitution Fund at the end of the
fiscal year.
(4) In the Board of Public Works - Interagency Committee for Public
School Construction, $700,000 in Cigarette Restitution Funds appropriated to
program DE03.02. School Facilities Program, for the purpose of wiring
Classrooms for technology, may not be expended for that purpose.
Authorization is hereby granted to transfer these funds to program MQ01.03.
Medical Care Provider Reimbursements, to cover deficiencies in that
program. If these funds are not transferred as authorized, they may not he
expended and shall revert to the Cigarette Restitution Fund at the end of the
fiscal year.
SECTION 43. AND BE IT FURTHER ENACTED, That the funds described
below in the Departments of the Environment. Housing and Community Development.
and Health and Mental Hygiene as part of the Governor's initiative to combat lead
poisoning in Baltimore City may not be expended until an integrated and strategic
plan has been developed for the administration and effective use of these funds. The
