Health Center, and Surveillance and Evaluation Components for administrative purposes of the department (iv) Any entity that receives funds under the Local Public
Health, Statewide Academic Health Center, and Surveillance and Evaluation
Components may use a maximum of 7% of the funds for administrative costs.
(v) The department may transfer a maximum of 10% of the
allocation for the Cancer Prevention, Education. Screening, and Treatment
Program from one component to another component, with the exception of the
Administrative and Statewide Academic Health Center Components, provided that the department must report the transfer of funds to the budget
committees within 60 days.
(vi) The department shall submit to the budget committees a
revised Managing for Results Plan for the Cancer Prevention, Education,
Screening, and Treatment Program that includes short-term goals for fiscal
2001, 2002, and 2003. This revised plan shall be submitted by July 1, 2000. The
short-term goals will allow the General Assembly to evaluate the
department's progress in implementing the Cancer Prevention, Education,
Screening, and Treatment Program.
(vii) The department may not award any funds to an outside
entity under the Surveillance and Evaluation Component before conducting
a competitive bid process, with the exception of existing contracts, Memorandums of Understanding, or Memorandums of Agreement for the
Maryland Cancer Registry.
(c) $1,500,000 of this amount shall be allocated for a grant to the
Maryland Health Care Foundation. No funds may be distributed to the
Maryland Health Care Foundation until a Managing for Results Plan on the
expenditure of the funds has been submitted to the budget committees. The
Maryland Health Care Foundation shall prepare a Managing for Results
Plan on the expenditure of these funds and submit the plan to the
department. The department shall submit the plan to the budget committees.
The budget committees shall have 45 days to review and comment on the plan.
(d) To maximize the effectiveness of the Tobacco Use Prevention
and Cessation Program and the Cancer Prevention, Education, Screening,
and Treatment Program, the department shall ensure the following:
(i) The activities of all recipients of Cigarette Restitution
Funds shall be coordinated to achieve the program goals set by the
department; and
(ii) Unnecessary duplication among the programs of all
recipients of Cigarette Restitution Funds shall be minimized. The department
shall coordinate programs with similar purposes, such as prevention, to
ensure that duplication does not occur.
