plan should clearly identify the lead agency which will direct the State's
efforts. The plan should include, but not be limited to:
(1) Methods to effectively provide grants to property owners for the abatement
of lead hazards within residential properties and to provide technical assistance and
oversight for the work being conducted, including; (a) whether a direct grant to
Baltimore City for abatement efforts would provide for more efficient
administration; and (b) whether property owners should consider using
organizations such as CLEARCorps as a partner in abatement efforts:
(2) Strategies for providing transitional housing for households which are
temporarily displaced during the abatement efforts and for those in search of
permanent lead-free housing:
(3) Strategies for strengthening the enforcement of existing lead laws
including:
(a) increasing the registration of residential rental properties required to
be registered;
(b) enforcing risk reduction standards in registered properties; and (c) ensuring that units with unacceptable lead levels are not re-occupied
until the lead hazards have been abated;
(4) Methods to improve the screening of children as required under Medicaid
regulations and, for ensuring the proper notification that children served by Medicaid
managed rare organizations have been lead-screened:
(5) Strategies to improve outreach to families and screening of children
through the local health departments; and
(6) Information by jurisdiction on the extent of the lead paint problem and the
resources available, including federal funds, in Baltimore City and other parts of the
State for abatement, enforcement, screening, and environmental testing.
This section shall apply to the following appropriations made in Supplemental
Budget No. 1:
