|
Community Health Coalitions that will be formed in each county and in
Baltimore City under SB 896/HB 1425 and used to access Local Public Health
Grants under the Tobacco Use Prevention and Cessation Program and Local
Public Health Grants under the Cancer Prevention, Education, Screening,
and Treatment Program.
(v) The department may transfer a maximum of 10% of the
allocation for the Tobacco Use Prevention and Cessation Program from one
component to another component, with the exception of the Administrative
Component, provided that the department must report the transfer of funds to
the budget committees within 60 days.
(vi) The department shall submit to the budget committees a
revised Managing for Results Plan for the Tobacco Use Prevention and
Cessation Program that includes short-term goals for fiscal 2001, 2002, and
2003. This revised plan shall be submitted by July 1, 2000. The short-term
goals will allow the General Assembly to evaluate the department's progress
in implementing the Tobacco Use Prevention and Cessation Program.
(vii) The department may not award any funds to an outside
entity, under the Surveillance and Evaluation Component before conducting
a competitive bid process.
(b) $30,781,627 of this amount shall be contingent on enactment of
SB 896/HR 1425 and may be used only for the Cancer Prevention. Education,
Screening, and Treatment Program established under SB 896/HB 1425 as
provided in this paragraph.
(i) Funds for the Cancer Prevention, Education, Screening,
and Treatment Program shall be allocated among program components as
listed below, and may not exceed the amounts indicated for each component:
Local Public Health 12,750,000
Statewide Academic Health Center
University of Maryland Medical Group 11,250,000
Johns Hopkins Institutions 3,750,000
Statewide Public Health =0=
Surveillance and Evaluation 2,280.322
Administrative 751,305
(ii) Under the Statewide Academic Health Center Component,
all research funds should be used for purposes consistent with SB 896/HB
1425. All research, including translational and clinical research, shall
directly benefit the citizens of Maryland.
(iii) Funds allocated to the Administrative Component shall
be used to fund all of the administrative costs in the department related to
developing, implementing, and managing all components of the Cancer
Prevention, Education, Screening, and Treatment Program. The department
may not use any funds from the Local Public Health, Statewide Academic
