(1) To recognize savings resulting from reductions in the cost of computer
equipment due to advances in the information technology industry, funds appropriated
in this budget for microcomputers, mainframes, minicomputers, and workstations
shall be reduced as provided in this section:
(2) The Governor and officials responsible for administration and
amendment of the State budget shall develop a schedule for allocating this reduction, to
the programs of the Executive and Judicial branches: and
(3) Aggregate reductions under this section shall equal at least the
amounts indicated for the departments and budgetary fund types listed:

SECTION 42. AND BE IT FURTHER ENACTED, That in addition to any
requirements imposed under Section 1 of this Act, the amounts appropriated from the
Cigarette Restitution Fund in this budget shall be restricted as provided in this
section:
(1) In the Community and Public Health Administration of the Department of
Health and Mental Hygiene, $71,500,000 in Cigarette Restitution Funds
appropriated to program MF02.06, Prevention and Disease Control, is restricted as
follows:
(a) $17,315,486 of this amount shall be contingent on enactment of SB
896 and may be used only for the Tobacco Use Prevention and Cessation Program
established under SB 806 as provided in this paragraph.
(i) Funds for the Tobacco Use Prevention and Cessation Program
shall be allocated among program components as listed below, and may not exceed the
amounts indicated for each component:
Local Public Health 7,000,000
Countermarketing 5,000,000
Statewide Public Health 1,500,000
Surveillance and Evaluation 2,990,930
Administrative 824,547
(ii) Funds allocated to the Administrative Component shall be used
to fund all of the administrative costs associated with the other components of the
Tobacco Use Prevention and Cessation Program, including the costs incurred by the
department, any county that received funds under a Local Public Health Tobacco
Grant, any person who receives funds under a Local Public Health Tobacco Grant, or
