Department of Human Resources may not
fill or reallocate the remaining 35
positions once they become vacant until:
(1)—the budget committees receive a plan
from. the department outlining how the
positions will be allocated to local
departments of social services based on
the need to provide intensive services to
long-term Temporary Cash Assistance
recipients: and
(2) The budget committees have 45 days to
review and comment on the report.
Further provided that $1,500,000 of the
federal fund appropriation for NI00.04
may only be expended to create portions
which will be allocated to the Baltimore
City Department of Social Services.
The Department of Human Resources
shall proportionately reallocate
through attrition 103 of the 138
Family Investment Program positions
identified for redistribution among
local departments of social services in
a December 1999 report from the
University of Baltimore's Schaefer
Center. The Department of Human
Resources may not reallocate the
remaining 35 positions during fiscal
2001.
Further provided that $1,200,000 of the
federal fund appropriation for
NI00.04 may only be expended to
create positions in local departments
of social services which do not receive
the full complement of positions
recommended by the Schaefer Center.
