FAMILY INVESTMENT ADMINISTRATION

The Department of Human Resources shall
implement its plan to reallocate Family
Investment Program positions through
attrition among the local departments of
social services to address inequities
identified in a December 1999 report from
the University of Baltimore's Schaefer
Center. No child welfare casework
positions shall be reallocated. If attrition
is not sufficient to allow for the
reallocation of staff, the Department of
Human Resources is authorized to add
additional positions through a budget
amendment. The Department of Human
Resources shall submit a report to the
budget committees by July 1, 2000 on how
the plan is being implemented.
The Department of Human Resources shall
reallocate through attrition 103 of the 138
Family Investment Program positions
identified for redistribution among local
departments of social services in a
December 1999 report from the University
