regulations and penalties for violation of the Chapter.

Section 203-20.2, entitled "Failure to Collect, Report or Pay Tax", and Section
203-20.3, entitled "Personal Liability, Penalty and Liens," to establish rules and
regulations for reporting transient charges and hotel rental tax due, collection and
remittance procedures, penalties and liability for violations of the Article.
