(4) create the non-merit position of Fire Administrator to help formulate and
enforce the policies of the Commission and other applicable laws and regulations;

(5) create the non-merit positions of [[Career]] Chief of the Division of Fire
and Rescue Services and [[Volunteer]] Chief of the Division "of Volunteer Fire and
Rescue Services [[to have day to day command of career merit system employees and
volunteers, respectively]], under the direction of the [[Commission as implemented by
the]] Fire Administrator; and

(6) update, clarify, and generally amend County law involving the provision of
fire and rescue services.

AN EMERGENCY ACT to:

(1) allow a property tax credit to offset certain increases in income tax
revenues;

(2) specify who is eligible to obtain the credit;

(3) authorize the Council to annually set the amount of the credit by
resolution;

(4) direct the Director of Finance to take certain actions to implement the
credit; and

(5) generally amend the laws governing the allowance of credits against the
County property tax.

By adding

Montgomery County Code
Chapter 52, Taxation

Section 52-11B, Credit to Offset Certain Income Tax Revenues
[Effective Date July 1, 1998]
