AN EMERGENCY ACT to:

(1) authorize the creation of a Management Leadership Service (MLS) within
the Merit System;

(2) [[eliminate]] exclude new MLS classes from the requirement [[allowing] to
allow the Merit System Protection Board to review and comment on proposed new
classes;

[[(2)]]

(3) require that the uniform salary plan include a salary schedule for positions
in the [[Leadership Development Service]] MLS;

[[(3)]]

(4) exempt [[Leadership Development Service]] MLS classes from pay
comparability requirements under the Quantitative Evaluation System; and

[[(4)]]

(5) generally amend County law regarding personnel classifications.

AN EMERGENCY ACT to:

(1) establish a property tax credit for buildings housing certain new and
expanded businesses;

(2) specify certain eligibility criteria for and the amount of the property tax
credit;

(3) allow the County Council by resolution to restrict further the eligibility of
certain taxpayers for the credit;

(4) require repayment of the tax credit under certain circumstances; and
