AN EMERGENCY ACT to:

(1) require the Chief Administrative Officer to provide for state income tax
withholding for County employees who live in other states;

(2) generally amend County law regarding the withholding of income taxes for
County employees.

AN ACT to:

(1) reorganize the administration and delivery of fire and rescue services, and
place the current Department of Fire and Rescue Services in an expanded
Montgomery County Fire and Rescue Service; I

(2) reconstitute and reorganize the Fire and Rescue Commission, clarify the
process for appointment of Commission members, and authorize it to develop
effective, efficient, and equitable fire, rescue, and emergency medical services and to
hear appeals of certain decisions;

(3) empower the Commission to provide a unified command structure and
impose binding policies and regulations concerning delivery of fire, rescue, and
emergency medical services by the County and local fire and rescue [[corporations]]
departments;
