FOR the purpose of providing that certain employees of the Maryland Association of
Counties may not become participants in the Employees' Retirement Plan;
providing for a certain election to be made by certain employees of the Maryland
Association of Counties; providing for the transfer of certain pension
contributions under certain circumstances; and generally relating to the
participation of employees of the Maryland Association of Counties in the
Employees' Retirement Plan.
