Mitigation

FOR the purpose of establishing the distance residential lots shall be set back from
certain highways in order to mitigate highway noise; providing for certain
reductions in setback distance under certain circumstances; and allowing a
certain requirement for lot design.

FOR the purpose of prohibiting the County Executive from appointing certain
persons to positions in the exempt service; prohibiting the County Council from
appointing certain persons to positions in the exempt service and to the County
Board of Appeals; and specifying an effective date.
