WHEREAS, Article VII, Finance, Section 720 of the Charter of the Town of Clear
Springs has limitations of content that hinder the ability of the Town to carry out its
mandated functions;

WHEREAS, the Charter amendment to Article VII, Section 720 has been
developed by the Council to improve the governance of the Town.
