DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT

General Bond Reserve Funds in excess of
those estimated in this budget may only
be appropriated by approved budget
amendment for purposes directly related
to management of the department's
bonds, loans, insurance portfolio, and
other housing finance functions which are
deemed emergency in nature.

Further provided that the Department of
Housing and Community Development
will be restricted to 48 FTE contractual
positions. Upon a 45-day review and
comment period by the budget
committees, an exemption from this level
will be granted if contractual positions are
deemed essential and can be funded by
special or federal funds.
