plan becomes more fully realized. Further

provided that the appropriation herein for the

University System of Maryland institutions

shall be reduced by $500,000 to reflect the

reduction to the Campaign Readiness program.

This reduction shall be allocated by the

University System of Maryland Board of

Regents consistent with the appropriations to

the institutions for this program; it is the

intent of the General Assembly that any

future requests for State funds to assist

institutions in the University System of

Maryland with fund-raising efforts be

supported by detailed information

showing how the funds will be used and

the anticipated effect on the institution's

fund-raising efforts. Further, the

University System of Maryland Board of

Regents shall submit a report by December

1, 1999, detailing the effects of general

fund support for the system's $700 million

capital campaign thus far, including

funds appropriated in fiscal 2000.
