Subtotal University System of Maryland

provided that $2,100,000 of this appropriation,
|
|
|
made available for developing web-based
|
|
|
curricula at institutions in the University
|
|
|
System of Maryland, shall only be used for the
|
|
|
purpose of developing the "virtual university"
|
|
|
and enhancing the technology infrastructure of
and enhancing the technology infrastructure of
|
|
|
institutions that may not currently have the
|
|
|
resources to participate in the program. The
|
|
|
designated funds may not be released until:
|
|
|
(1) the budget committees receive a report
|
|
|
jointly prepared by the University System of
|
|
|
Maryland Board of Regents and the presidents
|
|
|
of the participating institutions stating how
|
|
|
the funds will be used at each institution in
|
|
|
fiscal 2000, and the needs of each institution to
|
|
|
participate in the virtual university program in
|
|
|
future years; and
|
|
|
(2) the budget committees have had 45 days
|
|
|
to review and comment on the report, provided
|
|
|
that the appropriations herein for the
|
|
|
University System of Maryland institutions
|
|
|
shall be reduced by $2,100,000 to reflect the
|
|
|
deletion of State support for the Technology in
|
|
|
Program Delivery initiative. The allocation of
|
|
|
the reduction shall be made by the University
|
|
|
System of Maryland Board of Regents
|
|
|
consistent with the allocation in the fiscal 2000
|
|
|
budget submission. The General Assembly
|
|
|
believes that the implementation of
|
|
|
technology-based programs is essential to
|
|
|
taking Maryland's higher education
|
|
|
system into the next century, but also
|
|
|
believes that there has not been sufficient
|
|
|
coordination and planning throughout
|
|
|
the higher education community to fully
|
|
|
implement such programs. The General
|
|
|
Assembly also believes that current
|
|
|
resources, such as those that exist at the
|
|
|
University of Maryland University College.
|
|
|
should be the focus of this endeavor at the
|
|
|
system level, and possibly statewide as the
|
|
|
